The challenge

  • In Mexico, out-of-pocket spending accounts for 38.7% of total health expenditure, leaving many patients unable to afford essential diagnostics and treatments.
  • Federal and state budget allocations to public healthcare providers are insufficient to meet the real costs of diagnosis and treatment, especially those related to transportation, food, and wellness-related expenses (wigs, palliative medications, etc.).

The goal

  • Explore, assess and understand out-of-pocket expenses for breast cancer care patients receiving treatment in public hospitals under the Guanajuato State Health Department.

The How

  • A representative sample of facilities and patient contact points will be selected to conduct a survey. This survey will collect data on current out-of-pocket expenses incurred by patients in medical areas (such as diagnosis, treatment, consultations) and non-medical aspects (such as transportation, accommodation). . 
  • Based on the results, several innovative financing models will be recommended, seeking solutions: 
    • Within the State Health Department of Guanajuato.
    • Collaborations between the State Health Department and the private sector.
    • External solutions driven by the private sector.

Outputs

  • Quantification of out-of-pocket expenditures for breast cancer patients.
  • Investment project proposal to cover the gaps in breast cancer care for non-insurance patients.
  • Report of suggestions and recommendations for innovative financing models to reduce out-of-pocket spending on breast cancer in Guanajuato.
