Increasing Access to Quality Palliative Care Throughout León’s Health System, and Developing a Comprehensive Training Programme

The challenge

  • While palliative care is recognised as a legal right in Mexico, its implementation across the health system remains uneven and is still largely focused on terminal care rather than the full range of serious, life-limiting illnesses. This limits timely access to comprehensive, patient-centred palliative care that addresses physical, emotional, social, and spiritual needs.
  • In León, there is no consolidated understanding of the palliative care services currently available across institutions. The absence of a clear picture of existing models, service capacity, and workforce readiness makes it difficult for patients and families to navigate care, for healthcare professionals to coordinate services, and for decision-makers to plan and strengthen palliative care provision across the city.

The goal

  • Identify and understand the diversity of palliative care services and models of care available within the city of León. By documenting the range of approaches, settings, and practices currently in place, this initiative seeks to make visible how palliative care is being delivered across different institutions and contexts.
  • Capacity building of healthcare professionals in quality and patient-centered services to improve patients’ life quality.

The How

Working with  local multidisciplinary teams to coordinate the development of various outputs: 

  • Working in collaboration with local partners, international experts and the C/Can team develop a situational diagnosis to respond to León’s context. 
  • Developing and implementing a palliative care course tailored to the needs identified through the situation analysis.
  • Working with local and international experts aligned with  the compassionate city charter, and developing a palliative care services plan for the city of León.

Outputs

  • Situation analysis of palliative care in León.
  • Introductory course in palliative care for healthcare professionals in León.
  • Development plan for palliative care services in the city of León.
