Breast cancer is the most commonly diagnosed cancer among women worldwide and the leading cause of cancer death in women, with the heaviest burden falling on low- and middle-income countries. Where a woman lives shouldn’t determine whether her cancer is found early and treated in time. Yet local health systems often face structural barriers when turning global guidelines into concrete, context-specific action.
To close that gap, the City Cancer Challenge Foundation (C/Can) and the World Health Organization (WHO), with technical support from the International Atomic Energy Agency (IAEA), partnered to put the WHO Global Breast Cancer Initiative (GBCI) into practice at city level. Phase I (2023–2026) tested a structured methodology for operationalising the GBCI Framework, working with local stakeholders to develop city-led Breast Cancer Action Plans (BCAPs) that span early detection, timely diagnosis and comprehensive treatment.
